Abbey F. Goldstein

President, TSINY Board of Directors

Abbey was born and raised in Brooklyn. He attended St. John’s University, where he received his Bachelor of Arts degree in 1967 and his J.D. in 1970. His first job as an attorney was with the Legal Aid Society’s youth division in Queens County. In 1973 he went into private practice with a friend. Their firm, Ascher & Goldstein, became active in Queens politics, and their involvement in community affairs led to their representation of tenants’ associations. As the conversion of rental properties into cooperatives became widespread, Abbey began to represent tenant groups in their negotiation with sponsors, and, as time passed and resident-
shareholders began to take control of boards of directors, he started to represent cooperatives. In 1983 Abbey began a practice with his wife, Claire Greenlaw.

Abbey met Larry Grubler more than 25 years ago, when Larry was the board president of the cooperative where he lived and Abbey was the attorney. After attending numerous fund raising galas over the years, Abbey was approached by Eve Hazel to join the board of Transitional Services, where he continues to serve as president.

Vladimir Gasca, MD

Vice President, TSINY Board of Directors

After receiving his medical degree in Valencia, Venezuela, Dr. Vladimir Gasca moved to California where he completed the Substance Abuse Studies Certificate Program at UCLA and directed a non-for-profit corporation dedicated to the treatment of chemically dependent individuals in Orange County. He ultimately relocated to New York where he obtained his psychiatric specialization at the Mount Sinai School of Medicine of New York University at Elmhurst Hospital. At Elmhurst, he has held several leadership positions, such as the Behavioral Health Associate Director of Ambulatory Care Services and, since July of 2017, the Director of Behavioral Health Services. He also serves as a Board Member for Transitional Services for New York, a leading provider of Mental Health Services in the City.

Dr. Gasca has been recognized for his leadership and contributions to foster the health and well-being of the community of Queens. He has been the recipient of numerous awards including the Certificate of Merit from the New York State Assembly; the Certificate of Recognition for Outstanding Community Service from the New York State Senate; the Outstanding Leadership in Mental Health Award from the New York City Council; and the Physician of the Year Award from Transitional Services for New York, Inc.

Dr. Gasca has participated in several international symposia; has been published in renowned psychiatric journals and has been featured in several news articles nationally and internationally as a behavioral health expert.

Carol A. Pacifico

Secretary, TSINY Board of Director

Carol A. Pacifico is retired from Astoria Federal Savings Bank, NY, an association of $14.1 billion in assets and 86 branches.

In 1973 Ms. Pacifico began her career as a part-time teller while raising her family and later became a full-time secretary to the branch manager.  In 1979 she was promoted to Community Relations and was secretary to the Marketing Director where she developed skills involving making contributions to charitable and community organizations with a 501 3c certification.  With a budget $1,000,000 + and on behalf of Astoria Federal, she was able to make a difference in the communities of Queens, Nassau, Suffolk and Westchester Counties.  Her functions also included working with employees, officers and Board of Directors in acquiring a site and planning an annual Holiday Party and Picnic for over 1,300 people, writing and editing an employee newsletter each quarter, recruiting employees to volunteer for Habitat for Humanity and organizing a yearly employee blood drive for the American Red Cross. With over 25 years of employment, she retired in 2000.

Ms. Pacifico was born and raised in Franklin Square, NY and resides in East Meadow, NY.  She studied at Adelphi University taking classes to improve her skills in her chosen career.  She has served on the Board of Directors of Fairway Villas HOA in Florida for over 10 years and is the Board Secretary of the Holy Name Society of San Pedro Catholic Church where she also volunteers in the office.  As a member of Transitional Services for New York, Inc. for over 20 years and participant on the Incident Review Committee, she contributes in numerous activities, on behalf of and for fundraisers/membership campaigns, including food drives, aid for homeless shelters, disaster relief and human rights programs.

Paul D. Wilson

Treasurer, TSINY Board of Directors

Paul D. Wilson is a Financial Advisor in the New York office of Bernstein Global Wealth Management.  Drawing on his more than 25 years of experience in business development, management and sales, he advises high-net-worth families and fiduciaries associated with trusts, foundations, endowments and pension plans.  In this capacity, Paul also works closely with his clients’ trusted tax and legal advisors on all related matters.  He joined the firm in 2005 and was appointed Principal in 2012.  Previously, Paul was vice president and head of North American sales for Tangram Enterprise Solutions, an information technology company specializing in asset management solutions.  Prior to this, he was with Bell & Howell for seven years, where he was a regional sales director and global accounts manager with a primary focus on the finance and banking industry sectors.  Paul studied at the University of Auckland in New Zealand.

Anita Mancini, LCSW, MBA

Anita Mancini, LCSW, MBA is the Advisor, Business Development at Zucker Hillside Hospital, a behavioral health facility, part of Northwell Health, providing comprehensive inpatient and outpatient services for people suffering with mental health issues throughout the life cycle.

Anita began her career as a social worker in 1984 at a Continuing Day Treatment Program, part of Catholic Charities, working with individuals with chronic mental illness.  This was followed by a social work position at St. Vincent’s Hospital inpatient substance abuse detox/rehabilitation program.  She then worked at Holliswood Hospital in several positions in the Marketing Department.

Anita is a co-founder of the HBA – Health & Business Alliance – and serves on the Boards of several organizations.

Joel Meltzer, Owner

Member, TSINY Board of Directors

Joel has 45 years of experience in the accounting and tax industry.  He took over the family business, Meltzer Accounting & Tax Service, and has successfully directed this entrepreneurial enterprise for 29 years.

Through the years, he has received many professional awards and certifications including Certificate of Appreciation from the American Diabetes Association and the Harold Greenberg Torch of Leadership Man of the Year Award from the Cerebral Palsy Association of Nassau.  Joel is also affiliated with many professional and community organizations including the National Association of Tax Professionals, the Bayside Business Association Board of Directors, Gold Coast Rotary, Lead Member of the ARC XVI Fort Washington, Inc. Fundraising Committee, Member of the American Diabetes Step Out Committee, Board Member of Ranachqua Foundation, serving Bronx Boy Scouts, Member of the United Cerebral Palsy Association of Nassau Board of Directors, Member of the United Cerebral Palsy Association of Nassau “For Get Me Not Ball” Fundraising and Committee Member, and Member of the TSINY Board of Directors.

Marc Munfa

 Since 2010, Marc Munfa has served as a Board Member with Transitional Services for New York, Inc. (TSINY), a comprehensive, not-for-profit mental health organization headquartered in Whitestone, New York.

Professionally, Marc is a Partner with Silversmith Capital Partners, a Boston-based growth equity firm with $1.1 billion of capital under management.  Silversmith’s mission is to partner with and support the best entrepreneurs in growing, profitable technology and healthcare companies.  At Silversmith, Marc’s specific focus is to collaborate with entrepreneurs and management teams as they look to accelerate their growth.  Prior to Silversmith, Marc was a Vice President at JMI Equity, where he focused on growth equity investments in the healthcare and enterprise software sectors.  Prior to joining JMI, Marc was an Associate at Morgan Stanley Private Equity, the firm’s middle market private equity fund, and an Analyst with Morgan Stanley Real Estate.

Marc is a Long Island native transplanted to Boston.  He received a Bachelor’s degree, summa cum laude, in Economics and History from Duke University and an MBA from Harvard Business School.
